Abstract. This paper studies the design and effects of monetary and fiscal policy in the euro area. To do so, a stylized two‐region model of monetary and fiscal policy rules in the EMU is built. We analyse how monetary and fiscal rules affect the adjustment dynamics in the model. Both the effects on the individual countries and on the EMU aggregate economy are studied. Three aspects play an important role in the analysis: (i) the consequences of alternative monetary and fiscal policy rules, (ii) the consequences of asymmetries between EMU countries (asymmetries in macroeconomic shocks and macroeconomic structures), and (iii) the role of alternative degrees of backward‐ and forward‐looking behaviour in consumer decisions and inflation expectations. 相似文献

abstract The emergent literature on dynamic capabilities and their role in value creation is riddled with inconsistencies, overlapping definitions, and outright contradictions. Yet, the theoretical and practical importance of developing and applying dynamic capabilities to sustain a firm's competitive advantage in complex and volatile external environments has catapulted this issue to the forefront of the research agendas of many scholars. In this paper, we offer a definition of dynamic capabilities, separating them from substantive capabilities as well as from their antecedents and consequences. We also present a set of propositions that outline (1) how substantive capabilities and dynamic capabilities are related to one another, (2) how this relationship is moderated by organizational knowledge and skills, (3) how organizational age affects the speed of utilization of dynamic capabilities and the learning mode used in organizational change, and (4) how organizational knowledge and market dynamism affect the likely value of dynamic capabilities. Our discussion and model help to delineate key differences in the dynamic capabilities that new ventures and established companies have, revealing a key source of strategic heterogeneity between these firms. 相似文献

The objectives of this study of household grain consumption in China are to update previous estimates of consumption parameters, to look at the effect of urbanization on grain consumption and to compare household demand patterns across the region. Household grain consumption is divided into two categories: direct and indirect grain consumption. Demand systems are estimated for four consumer groups, rural, town, city and large city, respectively, using data from the 1991 rural and urban household surveys undertaken by China's State Statistical Bureau. The tactics, strategies, and behaviors thatwere suggested by Niccolo Machiavelli in The Prince (1513) have become synonymous withmanipulative and unethical behavior. AlthoughMachiavelli wrote to the politician, hiswritings have since been expanded to describebusiness leaders as well as general behavior. The research we report examined theMachiavellian tendencies of current collegestudents and compares the results to theseminal study by Christie and Geis (1970). Theresearch reported here examined thecontemporary student's propensity towardMachiavellianism distinguished by major fieldof study and by gender. The data werecollected from students at colleges located inthe Midwest and the Southwest. We reportfindings that are similar to Christie and Geisand extend the trend line suggested by theirresearch. We believe these findings provideinsight for understanding the dynamics ofcontemporary college students and suggest acontinuing societal movement towardMachiavellian behavior. 相似文献

Provision of safe injecting rooms (SIRs), needle exchanges and other harm minimisation schemes reduce mortality and other health risks that illicit drug users experience. However, SIRs diminish incentives to refrain from the use of drugs by reducing the risk of a key harmful consequence of use, namely the user's death. Moreover, such harm minimisation efforts are socially costly. Economic approaches to drug management balance benefits from harm minimisation against policy costs and the costs associated with a failure of community drug abstinence. This article shows that the economic case for SIRs disappears with conservative assumptions about adverse incentive effects of reduced mortality risks even when only modest weight is placed on drug abstinence objectives. 相似文献

Since the mid‐1980s U.S. domestic firms have faced significant increases in foreign‐based (i.e., import) competition as reductions in barriers to international commerce have resulted in markets and industries becoming increasingly global. Despite the growing and widespread importance of foreign‐based competition, the influence that such competition may exert on corporate diversification strategy is a question largely overlooked in the strategic management literature. This paper examines the impact of foreign‐based competition in a firm's core business on both the level and nature of a firm's diversification strategy at the corporate level in a panel dataset of U.S. firms over the period 1985–94. Our findings provide the first evidence that increased foreign‐based competition is indeed a statistically significant factor explaining both the reduced business‐level diversity and the increased strategic focus of U.S. firms that has been widely perceived over the past two decades. The analysis draws upon the recent book edited by the authors: The Economics of Commodity Promotion Programs: Lessons from California . New York: Peter Lang Publishing, April 2005. The book documents the institutional arrangements, summarizes the history of recent litigation, and presents the results of a number of benefit–cost studies of mandated commodity programs in California. The overwhelming conclusion from the studies reported in the article is that the programs have been very profitable for California's agricultural producers. 相似文献

“[a]n epidemic of catastrophic proportions”?Larry Pedersen, Chief Forester in 2003, in describing the impact of the outbreak. What factors are responsible for the introduction of new policies (especially those involving substantive change) is a phenomenon that is still poorly understood. Researchers have identified policy windows where a confluence of events, such as a change in government, the emergence of a new issue, and ongoing policy processes, come together to create the opportunity for new policy development. Natural disasters can open such policy windows by drawing attention to an issue and mobilizing political will. Yet at the same time, even if policy windows do open, they may not result in effective policy development. The institutional setting in which such policies are developed also plays a key role. In the case of the Canadian forest sector, the combination of public resources and private capital make policy development especially challenging. Although the scale of the Mountain Pine Beetle epidemic in British Columbia is unprecedented, and will change the nature of the forest resource (and by extension the industry and communities that rely upon it), the policy response has been limited to short‐term measures. Although some policy reform was introduced, policy makers have yet to address the question of whether more fundamental changes are required in order to address the full consequences of the epidemic. La détermination des facteurs responsables de l’introduction de nouvelles politiques (particulièrement celles qui comportent des changements substantiels) demeurent un phénomène mal compris. Des chercheurs ont déterminé des fenêtres d’opportunité politique où divers événements, tels qu’un changement de gouvernement, l’émergence d’une nouvelle préoccupation et des processus politiques continus, convergent pour créer l’occasion d’élaborer de nouvelles politiques. Les catastrophes naturelles peuvent créer ces fenêtres d’opportunité politique en attirant l’attention sur une préoccupation et en mobilisant la volonté politique. Pourtant, même si des fenêtres d’opportunité politique s’ouvrent, elles peuvent ne pas se solder par l’élaboration de politiques efficaces. Le cadre institutionnel dans lequel ces politiques sont élaborées joue aussi un rôle important. Dans le cas du secteur forestier canadien, la combinaison de ressources publiques et de capitaux privés rend l’élaboration de politiques particulièrement délicate. Bien que l’étendue de l’épidémie de dendroctone du pin ponderosa en Colombie‐Britannique soit sans précédent et modifiera la nature de la ressource forestière (et par extension, l’industrie et les collectivités qui en dépendent), la réaction politique s’est limitée à des mesures à court terme.
